How we calculate this
  1. Customs value = goods value + freight + insurance (3 per 1,000 of the goods value) + shipping-line fees (FIO and DO) for each container.
  2. Customs duty = customs value × the duty rate of the HS code. Where the tariff sets a minimum duty per kg, litre or piece, the higher of the two is charged.
  3. Environment fee = customs value × the environment fee rate, when the HS code has one.
  4. Excise tax, on drinks = the amount per litre set in the tariff × the litres.
  5. VAT = 11% × (customs value + customs duty + environment fee + excise tax).
  6. Additional tax = 3.33% × customs value, on every HS code subject to VAT.
  7. Local charges = port charges + shipping-line fees + clearance fee. Port charges and shipping-line fees are per container; the clearance fee is for the first container, plus a smaller fee for each additional one.

With an industrial exemption, the customs duty is 0% and the additional tax is not charged. The environment fee, excise tax and VAT still apply. Amounts that the tariff sets in Lebanese pounds are converted at the customs rate of the US dollar.
